Transformation Projects

The Mission describes the country Britain should become. The Rolling Fifteen-Year Plan establishes objectives and priorities. Transformation Projects are the defined, funded and accountable programmes through which those objectives are turned into results.

What makes a Transformation Project?

A national ambition is not yet a project. A project exists only when the need, intended outcome, alternatives, scope, cost, risks, funding, leadership and milestones have been established sufficiently for an accountable decision.

Ideas listed on this page therefore carry different states of maturity. Publication does not imply approval or funding. It makes the developing work visible and exposes it to scrutiny.

Proposals would be developed through the Project Development & Management Authority (PDMA). The PDMA would act as the intelligent client: maintaining the engineering, commercial and project-management capability needed to test options, challenge suppliers and manage approved work across departmental and political boundaries.

The development path

Define

Establish the problem, evidence, baseline and required outcome.

Develop

Identify credible alternatives, dependencies, risks and whole-life costs.

Decide

Compare options, confirm affordability and obtain political and, where required, public authority.

Deliver

Fund and manage the approved work through named, accountable leadership.

Verify

Confirm completion and measure whether the promised national benefits were achieved.

Initial Transformation Projects register

This opening register reflects the present state of the UK-Governance programme. It will develop as evidence, options, costs and priorities are established.

Choosing the order of work

Most of the Mission is urgent, but the projects cannot all proceed at the same speed. The order must reflect national benefit, urgency, dependencies, feasibility, risk, available capability and funding. The Analytic Network Process will help assess those relationships transparently—for example, the dependence of defence expansion upon industry, skills, energy and infrastructure.

ANP will inform priority-setting; it will not conceal judgement behind a calculation. The criteria, evidence, scores and reasons for the final decision should be published.

Rules for every approved project

One accountable leader

A named project leader remains responsible for delivery and for reporting material changes.

One approved baseline

Scope, cost, timetable, risks and intended benefits are recorded before commitment.

Whole-life affordability

Implementation and continuing operating costs are funded before work is authorised.

Visible performance

Progress, expenditure, risks, changes and achieved benefits are reported against the approved case.

Controlled change

Material changes require an updated case and renewed authority rather than quiet alteration of the baseline.

Independent scrutiny

Evidence, procurement, expenditure and results are open to technical and financial examination.
