“Ask not what your country can do for you

    — ask what you can do for your country.”

At the heart of the Covenant for UK Governance lies a core belief — fully aligned with John F. Kennedy’s principle of civic responsibility — that the strength of a society is shaped by what its citizens and institutions choose to contribute.

The governance of the United Kingdom — its institutions, responsibilities, and long-term national performance is the focus of this Covenant.

Accordingly, the mission of the Covenant for UK Governance is to promote high standards of governance, accountability, and transparency, achieved through the collective action of citizens and institutions.

Through this shared responsibility, together we can make the world a better place by taking actions — large and small — that improve well-being, safety, fairness, and sustainability for people, communities, future generations, and the natural world on which we all depend.

It means acting with care for the consequences of decisions, not only for today but for the long term.

It means accepting responsibility for improving the systems that shape daily life.

    Why this matters now

The United Kingdom is a capable country with talented people, strong institutions, and deep traditions of public service.

Yet many citizens know that outcomes no longer reflect the effort, money, and goodwill invested.

    • Systems feel fragmented rather than coherent.
    • Decisions feel short-term rather than considered.
    • Money is spent, but results disappoint.
    • Trust weakens when delivery fails.

These are problems of governance — of how decisions are structured, taken, and carried through.

Governance done well remains one of the most powerful tools available for improving lives and strengthening society.

    Actions that make a difference

A better world is built when societies commit to:

    Improving systems

Innovating and reforming governance, institutions, education, technology, and policy so that responsibility is clear and effort leads to results.

    Fostering peace

Promoting understanding and cooperation, supported by credible defence and strong alliances that deter aggression and protect stability.

    Promoting justice

Applying fair rules consistently, challenging corruption, and ensuring opportunity is open and responsibility is shared.

    Protecting the environment

Conserving resources, reducing waste, and managing environmental risks so that prosperity today strengthens rather than undermines the future.

    Helping others

Strengthening communities through service, education, support, and compassion so people can contribute and thrive.

Why governance sits at the centre

Each of these aims depends on how decisions are made and delivered.

    • Clear responsibility enables accountability
    • Coherent systems reduce waste and duplication
    • Sound evidence improves judgement
    • Long-term thinking protects future generations

The Covenant for UK Governance exists to raise the standard of how this country governs itself — so that public choices, whatever they may be, are delivered competently, lawfully, and with value for money.

    A shared responsibility

    • Citizenship involves responsibility as well as rights.
    • Democracy depends on participation informed by clarity and trust.
    • Making the world a better place begins with improving how collective decisions are made and carried out.

This publication marks the start of an open, evidence-led conversation about governance and responsibility.
